INFORMATION FOR INDIVIDUALS ON THE PROCESSING OF PERSONAL DATA

The S-Procurement website brings together in one-stop-shop S-Procurement Information System, intended for the electronic management of procurement procedures, including public procurement procedures, and a KNOWLEDGE FORUM, which is educational and provides access to many informative and educational contents. It is an innovative hub for procurement officers and suppliers to exchange good practices, seek new opportunities, and enter long-term partnerships.

The web portal is intended for agile undertakings striving to digitise their procurement processes while maintaining a high level of operations legal security and contracting authorities who are obliged to use electronic means of communication in public procurement procedures in accordance with the current Slovenian Public Procurement Act (Zakon o javnem naročanju – ZJN-3). It is also frequently visited by the general public wanting to be up to date with the recent developments in public procurement and procurement processes and expand their expertise in the field.

For efficient and secure electronic business and the exchange of information, the exchange of personal data is inevitably necessary. The safe and legal processing of your personal data is of paramount importance to us. The following information is provided to individuals regarding the protection of personal data in accordance with Article 13 of the General Data Protection Regulation (GDPR).

 

1. Processing of personal data

The S-Procurement website is a starting point for access to the electronic procurement information system S-Procurement and content provided through the website KNOWLEDGE FORUM.

Processing of personal data collected on the website community.vortal.biz, carried out in accordance with the applicable privacy policy (link) and general conditions (link) of the administrator of the S-Procurement information system, VORTAL.

S-Procurement d.o.o. has an exclusive license to market S-Procurement information system services on the Slovenian market. As a processor within the meaning of Article 28 of the GDPR, it is authorised to conclude service contracts. In addition to marketing, it also provides customer support, information, advice and other support services.

Website www.s-procurement.si is a starting point for access to other websites not managed by S-Procurement d.o.o., nor is the latter a processor (e.g. social networks). S-Procurement assumes no liability for the processing of personal data on the websites to which the individual is redirected after clicking on the link.

 

2. Which personal data is processed, and on what legal basis?

The S-Procurement d.o.o. based on the consent of the individual given on the website www.s-procurement.si or based on a business cooperation agreement, shall collect and process personal data that individuals enter when registering for the KNOWLEDGE FORUM or when filling out the online form for ordering to receive online news or obtaining additional information, namely:

  • Personal name (name and surname),
  • Contact details (e-mail address, telephone number),
  • Company information (company, address, size).

In addition to the data above, data are also collected regarding the visit to the website itself, the so-called cookies. The website uses the ngnSession cookie, which is required for the website’s proper functioning throughout the session. The settings for the use of cookies can be changed by individuals at any time in the browser of their computer or mobile device.

Simultaneously, the company S-Procurement d.o.o. warns individuals that in the case of disabling cookies, individual functionalities of the website may fail to work equally effectively. Also, if consent for the processing of personal data is not given, the company S-Procurement d.o.o. cannot provide communication with the individual, his/her information about news, new products and services or social or educational events.

 

2.2. Why do we process your personal data?

S-Procurement d.o.o. processes personal data of individuals collected on the website www.s-procurement.si for the purposes of:

  • Operation of the KNOWLEDGE FORUM website, in particular the provision of user rights, verification of the user’s identity and registration,
  • Direct communication with an individual or for business cooperation,
  • Informing the individual about innovations in the field of public procurement and public-private partnerships, and procurement procedures in the private sector,
  • Informing the individual about events, training and seminars organised by S-Procurement d.o.o. itself or in cooperation with contractual partners,
  • Direct marketing of products and services.

 

2.3. To whom do we provide your personal information?

In addition to S-Procurement, personal data is also processed by processors on its behalf and for its account. These are companies that offer professional advice or technical support in implementing the company’s activities and simultaneously perform individual tasks for S-Procurement d.o.o., which means the processing of personal data.

S-Procurement d.o.o. has concluded contracts on the processing of personal data with the following users (processors):

  • Accounting service providers,
  • Computer service providers,
  • Website and information service providers,
  • Other advisory and support service providers.

S-Procurement d.o.o. does not export personal data to third countries.

 

2.4. How long do we keep your personal information?

S-Procurement d.o.o. stores personal data of individuals collected on the website www.s-procurement.si, no later than the fulfilment of the purpose of personal data processing, the revocation of consent to the processing of personal data or the termination of the business cooperation agreement. S-Procurement d.o.o. reserves the right to store personal data for a maximum of 30 days after meeting the stated retention periods.

Individuals are afforded the right to revoke their consent to processing personal data at any time. An individual who no longer wants to receive news from the site www.s-procurement.si may revoke the consent by electronic means to: support@s-procurement.si or by post to: S-Procurement d.o.o., Ukmarjeva ulica 2, 1000 Ljubljana, Slovenia. Unless otherwise specified in the individual’s request, the company S-Procurement d.o.o. will treat the revocation of consent for the processing of personal data as a request for permanent deletion of personal data.

Deletion of personal data will be carried out within a maximum of 30 days of receipt of the request. The individual will be informed about the deletion of personal data. S-Procurement reserves the right, for the duration of the consent to the processing of personal data, as well as after the revocation of the consent, to store and process it in an anonymised form for statistical and research purposes and to pass it on to third parties in accordance with applicable law. Subject to the fulfilment of conditions setting out appropriate safeguards, that the data cannot be linked to an identifiable individual.

 

2.5. What rights are afforded to individuals?

S-Procurement d.o.o. guarantees all rights to individuals whose personal data it processes following the applicable legislation in the field of personal data protection. Individuals can expect from S-Procurement d.o.o.:

  • Own control over their personal data,
  • The possibility of correcting or changing personal data,
  • The possibility of restricting the processing of personal data,
  • Permanent deletion of personal data,
  • Security of personal data,
  • Exercising the right to object to the processing of personal data.

S-Procurement d.o.o. undertakes to provide information or respond to an individual’s request as soon as possible, but no later than 30 days of receiving the request.

2.6. Automated decision-making

S-Procurement d.o.o. does not make decisions based on the automated processing of personal data of individuals and does not perform profiling of individuals.

 

2.7. Final Provisions

This privacy policy is binding on business partners, visitors to the S-Procurement d.o.o. website and individuals who follow the work of S-Procurement d.o.o. and provide personal data for this purpose.

S-Procurement d.o.o. reserves the right to change and amend this Privacy Policy. The Privacy Policy is publicly available at www.s-procurement.si.

This Privacy Policy terminates the Privacy Policy (version 1.0) of 5 October 2018.
The Privacy Policy (version 2.0) shall take effect on 18 August 2020.
